"User Administration Role" revocation and replacement

Hi, 
I have two questions relevant to the "User Administration Role":
1) can the same person be appointed User Administration Role for two different organizations under the same group of companies?
2) which is the process to revoke the "User Administration Role" when the person who had this role has left the company?
