Submission notes field not allowing entry of information and doesn't have a green tick?

Has anyone had an issue with the 'Submission notes' field not allowing any text to be entered? I have a draft submission that I am a contributor on but this field is not working? How can I resolve this as this section does not have a green tick beside it and I am unable to submit the application.
